Fri 26 Nov 2010 We have received a letter from Tom Flanagan confirming that the Council accepts STINC as a consultee on any windfarm applcation at Davidstow and also an email from Phil Mason which incldes the following paragraph "I note your comments regarding the presentation of visualisations to accompany any planning application. This Authority is currently preparing generic guidance in respect of the visualisations and photomontages required to accompany/support a planning application for on-shore wind. It is hoped that such guidance, while based on established national guidance, will be tailored to reflect the specific landscape conditions of Cornwall. While I would hope that any visualisations submitted in support of a planning application at Davidstow would be able to follow such guidance there may be a timing issue (it is anticipated that this guidance will be available in early 2011) and, should this be the case, I would expect landscape architects employed or engaged by this Authority to be satisfied that any visualisations submitted in support of such an application have been prepared to the requisite standard."
Mon 22 Nov 2010 The Council has now told CWP that the proposal is considered to be Environmental Impact Assessment development and the application, if submitted, should be accompanied by an Environmental Statement. The next course of action is a Scoping Opinion request that the applicant should submit to the Council which allows the Council to identify the information that they consider should be included within the Environmental Statement (This is not as stated on the CC planning details webpage - and the explanation apparently is that the webpage was not designed with screening applications in mind) It is understood that a Scoping Opinion request has now been made. CWP will no doubt try and re-use much of their previous material, but the Council can be in no doubt as to the parts that are not acceptable. Further advice on the specific details will be taken by the Council through consultations with outside bodies and organisations prior to the Scoping Opinion being issued He also confirms that the Council is well aware of the site history and the concerns that local residents and groups had with the previous application. However this application, if submitted, will be treated on its own merits and all of the relevant consultees will be contacted at the appropriate time
